Why don't the two platforms ever match exactly?

Some difference is normal and expected. Ad platforms credit the click; analytics credits the session, and they use different windows and models. A gap of ten to twenty percent is usually just that. A gap of three or four times is a fault, and it's almost always a missing Conversion Linker, click IDs being dropped, or an event mapped to the wrong conversion action.
